Executive Participated Project for the Plaça del Sol

The drafting of a Participatory Executive Project to redevelop the Plaza del Sol in Puerto de Sagunto was based on a collaborative work methodology between the municipal technicians and technicians, the drafting team, and the neighborhood and the municipality’s social and economic agents.

The resulting document incorporates, on the one hand, the political-technical and citizen perspective and the recognition of their contributions; on the other, management strategies, dynamization, or change planning. These strategies are proposals for interventions (short, medium, or long term) that do not necessarily involve works and that accompany the transformation process of the square but, above all, in the “meanwhile,” that transformation does not take effect.

This collaborative work, beyond the formal result of the new Plaza del Sol, has settled the decisions taken on, among others, the following agreements:

Design criteria: respect and reinforce the itineraries of passage and connection between neighborhoods and recognize the square as a crossing point. Promote living and permanency spaces, have urban elements that facilitate this and identify the square as a meeting place. Incorporate and apply the concept of climate shelter in the square and reuse or rehabilitate existing urban and material elements as much as possible.

Management criteria: promotion of co-responsibility with the maintenance of the square by involving the CEIP Nuestra Señora de Begoña so that the students promote dissemination actions on the importance of cleaning the public space or that include didactic units in the school curriculum related to the care of urban nature. Promote artistic interventions in the public space that reinforce the Plaza del Sol’s identity and facilitate the neighborhood residents’ feeling of belonging. Enable the permanent availability of public toilet services in the Municipal Market building.

Planning criteria: carry out public communicative actions related to the transformation process of the square, its calendar, and the final result after the works. Incorporate evolutionary or progressive shading elements to condition the plaza climatically while the new vegetation needs to acquire a sufficient size. A general performative activity of identity transition could also be carried out: a ceremony of removal and change of location of the statue of the worker, and putting into value the new character of the sun and the shadow.

Executive project for the implementation of a bike lane

The project begins with the aim of continuing with “Camins Escolars” (School Pathways) that had recently been carried out with the participation of the Riera de Ribes School, amongst others. The proposal therefore includes the will of a very significant part of the local community to improve the conditions of the Avenue “11 de Setembre” and the street “Passeig de la Circumval·lació”. Those two urban axes have a significant importance since they connect the neighborhood with the old town, and various community facilities (Primary and Community Care Center, Sports Centre, School).

The proposal is based on reversing the current situation where the car is the main protagonist of the space, giving this role to pedestrians and people who ride both bicycles and scooters. The implementation of a bike lane and the improvement of the current sidewalks, both in terms of accessibility and comfort, are the main objectives that have been pursued. In this line, a commitment has been made to implement a variety of vegetation, in order to increase the level of soil permeability and enrich the biodiversity of the neighbourhood, while improving the perceptual experience of the citizens who makes these itineraries every day.

The square (plaza) Lluís Companys and its surroundings are part of the interstitial spaces network of the multifamily housing blocks of Montornès Nord neighborhood, a residential area that dates from the ’60s.

The project takes place in an area currently occupied by a car park, optimizing its distribution and recovering public space for the neighbors. The main strategy is to give continuity to the existing green zone through native vegetation, boosting, in this way, the biodiversity of the environment. In addition, the square is equipped with urban furniture so to increase the quality of comfort both in the areas of stay, play, and picnic.

In addition, the project puts special emphasis on improving the accessibility and connectivity of this space with street Llibertat and the rest of adjacent spaces, because due to the marked topography there are currently several areas where there can be found blind spaces or from where it is difficult to reach there on foot.

Revitalising Montornès Nord neighborhood

Pla de Barris in 2010, carried out in Montornès Nord a diagnosis of public spaces system identifying those who needed an improvement intervention; the “Pergola” square and the street “Llibertat”. In addition to these, the neighbors reclaimed the improvement of two more spaces; the street “9 d’Abril” and the square of “Pergola”. Based on that identification of those four spaces, the municipality charged Estel* to run the improvement processes. 

Initially, the strategies for neighbors’ implication were designed so to realize a collaborative analysis and diagnosis of these spaces. Meetings with citizens (direct participation) and observation (indirect participation) were carried out to establish a direct communication channel with the residents and learn the daily dynamics of the area. 

Regarding the proposal phase, the process has been developed in a way to be adapted in the conclusions of the diagnosis. Specifically, three of these projects attached to the street “Llibertat” were grouped into one. The fourth space was tackled with an independent process which suited better the needs of the environment. 

In parallel to the process of defining improvement strategies for the selected areas, it has been worked the administrative dynamics through interviews with council personnel so to analyze the policies of the different departments regarding public spaces.

Integral action plan for the public spaces of Olesa

The municipal will to promote local employment has been the approach´s basis of this project, which has begun with a first analysis of the municipality’s public spaces network. The diagnosis of the identified public spaces has been carried out based on the observation of users’ activity, and the evaluation of the dynamics. 

The spaces of action identified as priorities were the neighborhood of Sant Bernat, the Plaça Dr. Fleming, and the connection between Rambla and Plaça de l’Estatut with Plaça de l’Oli. The specific proposals for the renovation of these public spaces were based on the Municipal Brigade’s technical capabilities and on the incorporation of people from Local Employment Plans.

In this way, urban improvements of a certain magnitude could be addressed in a short term, especially in the neighborhood of Sant Bernat, where Plaça Tercio Nostra Senyora has been revived, and its connections with the adjacent neighborhoods have been improved, in close collaboration with the Estel* team with Municipal Brigade team.

The rest of the priority proposals for the urban improvement have been subsequently developed by the technical services of the City Council, following the guidelines of the “Public spaces of Olesa” strategic document carried out by the Estel* team.
